If you read carefully all the directions for so to called "restricted" areas and think, you realize that the dilution really depends on the current temperature of the region where you drive your car (besides regulations). Dilute it more during Summer and less during Winter time. One can dilute it up to 9.7 gallons (!) if the temperature does not drop below 32F. It is all about antifreeze.

"Makes 1 1/2 gallons" is misleading -- the directions on the bottle say to mix with 19 oz. of distilled water, so you'll need 5 of these to make 1 1/2 gallons. Not worth the money, in my opinion.
